What is Plastic Waste Authorization?

Plastic Waste Authorization is a formal approval issued by pollution control authorities to entities involved in handling, generating, recycling, or disposing of plastic waste. It ensures compliance with the Plastic Waste Management Rules, 2016 (India) and its amendments.

Entities like plastic manufacturers, importers, brand owners, and recyclers must obtain authorization to operate legally. The goal is to regulate plastic waste, encourage recycling, and minimize environmental harm.

Plastic Waste Management (PWM) Rules

  • Expanded Applicability: Rules cover both urban and rural areas, including Gram Panchayats.
  • Extended Producer Responsibility (EPR): PIBOs (Producers, Importers, Brand Owners) are accountable for the plastic waste generated from their products.
  • Mandatory Registration: PIBOs and PWPs (Plastic Waste Processors) must register on the CPCB EPR Portal.
  • Categorization of Plastic: Packaging is divided into rigid, flexible, multi-layered, and compostable categories.
  • EPR Targets: Annual targets for collection, recycling, and reuse of plastic packaging are monitored online.
  • Recycled Content Mandate: PIBOs must include recycled plastic in products and submit returns to CPCB.
